Griswold Finalizes 2025 Ballot, Voters to Decide on New Tax and Meal Programs

Colorado Secretary of State Jena Griswold certified the 2025 election ballot Wednesday, with voters set to vote on two statewide measures in early November.

The ballot measures include two propositions concerning the Healthy School Meals for All Program, which pays for public schools to offer free breakfast and lunch to all students in kindergarten through twelfth grade, according to the Secretary of State’s website.

“I look forward to another successful Coordinated Election this November,” said Griswold, on the website. “Thank you as always to all the County Clerks and election workers across the state for your hard work to ensure every eligible Coloradan can make their voice heard in our secure and accessible elections that lead the nation.”

Proposition LL decrees that, without raising taxes, the state may keep and spend all revenue by state tax deduction limits on individuals with incomes of $300,000 or more to keep funding the program, according to the website.

Proposition MM decrees that state taxes will be increased by $95 million annually by increasing taxes for those with an income of $300,000 or more by limiting income tax deductions to $1,000 for single return filers and $2,000 for joint filers to keep funding the program while also increasing the wages for employees preparing and serving the meals using nutritious, locally-sourced ingredients, as well as supporting the Supplemental Nutrition Assistance Program (SNAP) and allowing the state to retain and spend additional tax revenue generated from the deduction changes, according to the website.

The state published its Blue Book voter guide online this year. Those interested can download the pdf from the general assembly’s website. All Colorado voters can sign up and track their ballot from mailed to counted using BallotTrax.
