Colorado voters deserve to know the truth about our voting system. Based on the evidence cited below, this letter calls for our next Attorney General to conduct an independent investigation of the voting system and publish the results to the people.
The evidence:

- Votes in 62 counties are counted on computers leased from Liberty Vote, Inc., formerly known as Dominion. Federal standards prohibit use of components in critical infrastructure that are supplied by America’s enemies or are subject to foreign control. Supply chain expert Col. Shawn Smith (USAF ret) found that all motherboards used in Colorado voting system computers were manufactured in Communist China. See Exhibit 1. Nobody has investigated whether the Chinese motherboards contain malware or backdoors to the voting system.
- According to the sworn testimony of a former Venezuelan official who helped rig elections in Venezuela, the software that runs our elections was originally created by Venezuelan engineers to rig elections in Venezuela. See his testimony at Exhibit 2.
- Computer science expert Walter Daugherity, Ed.D. (Harvard), joined by seven other computer scientists and cybersecurity experts, concluded that the result of the 2020 Arapahoe County vote tally likely was controlled by a computer algorithm. See Exhibit 3. The original 2020 Cast Vote Record (CVR) published by the Arapahoe County Clerk showed that a majority of Trump voters also voted to increase their own property taxes, which is extremely unlikely. The percentage of Trump voters casting votes to increase their own property taxes increased over time as more votes were counted, in the same proportion as Biden voters increased their support for the ballot initiative as more votes were counted. This statistically impossible outcome – that Trump supporters and Biden supporters voted in lockstep to increase their own taxes – suggests that a computer algorithm controlled the outcome of the ballot initiative. The ballot initiative passed, thereby increasing taxes on every Colorado property owner. After the Arapahoe County Clerk was notified of the issue, she published a revised CVR which altered votes on 354,242 digital ballot records. The clerk’s explanation was that her staff made a “redaction error” when publishing the original CVR. Dr. Daugherity’s report demanded a government investigation. No state official had the courage to investigate.
- In 2022 Mike O’Donnell ran for the office of Colorado Secretary of State, now occupied by Secretary of State Jena Griswold. Since then, he has continued to investigate the list of Colorado registered voters that is created and maintained by Griswold. According to Mr. O’Donnell’s June 2026 investigation titled “A Deep Dive into Colorado’s Dirty Voter Roll” (Exhibit 4), the list of registered voters maintained by Jena Griswold is bloated with names of people who are dead, non-citizens, fictitious, or don’t live at the address where their ballot is mailed. Secretary of State Griswold refuses to disclose the complete list to federal election officials. Every name on the list, whether fictitious or real, is mailed a ballot. This creates a supply of over 50,000 mailed ballots in Colorado that potentially can be voted by bad actors without being detected as fraudulent, enough to change the outcome of an election.
- Two election judges who adjudicated the ballots of Colorado military voters serving overseas during the November 2020 election (UOCAVA ballots) observed that the vast majority of those military votes were for Biden. See Exhibit 5. This is inconsistent with the well-known fact that military people vote overwhelmingly Republican, because the Republican party supports men and women in uniform and their mission. Someone may have stolen the votes of our men and women in uniform. But nobody is investigating.
- A Denver District Court judge recently refused to enforce the Colorado Constitution requirement that voters in Colorado elections must be residents of this state. See Exhibit 6. Instead, the judge allowed Jena Griswold to continue sending UOCAVA ballots to people overseas who have never lived in Colorado.
The next Attorney General must investigate and report to the people on the following issues of great public concern.
- the corrupt and bloated voter roll;
- the insecure computer voting system;
- the illegal misuse and manipulation of UOCAVA ballots.

Mr. Case is a Colorado attorney who advocates for election transparency. His work includes the reversal of Tina Peters’ lengthy prison sentence by the Colorado Court of Appeals. The sentencing judge said that he imprisoned Mrs. Peters for eight years and nine months to punish her for criticizing Colorado’s voting system. The Court of Appeals held that the sentence violated Mrs. Peters’ right to free speech under the First Amendment of the U.S. Constitution.
