The $1.776 billion fund stemmed from a settlement between President Donald Trump and the Internal Revenue Service over the leak of his tax information. Blanche testified before the House Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, days after a federal judge temporarily blocked the fund.
