Colorado Senate Advances New Gun Store Oversight Bill Toward Final Approval

By Derek Draplin | The Center Square (The Center Square) – The Colorado Senate on Tuesday gave final approval to a bill adding more regulations to gun stores operating in the state. House Bill 26-1126, titled “Requirements for Firearms Dealers,” was approved on its third reading in a 20 to 15 vote, sending it to Gov. Jared Polis' desk to be signed into law. The bill directs the Department of Revenue to adopt new security rules for gun dealers, which must adopt the measures and submit a plan to the state by Oct. 1 next year. It would also require gun dealers to keep an electronic record of firearm transfers and would allow the state to fine gun dealers up to $75,000 for some violations. Those who support the new laws say they will improve public safety. Those against them say they infringe on Second Amendment rights. Senate Bill 25-003 has seen the most controversy. The law is set to take effect August 1, and will ban the purchase of certain semi-automatic firearms unless certain requirements are met. By Heather Willard, Vicente Arenas | KDVR FOX31 DENVER (KDVR) — A man accused of carrying a long gun onto the University of Northern Colorado’s campus in Greeley appeared in court on Thursday for a bond hearing, just weeks after he was released from the Weld County Jail. Ephraim Debisa, 21, was released from jail on Sept. 8 after he was found not competent to stand trial in an attempted murder case, as is required by Colorado law. When he was released, the Weld County Sheriff’s Office issued a warning to the community, calling Debisa “dangerous” and highlighting his alleged previous violent actions. By Marianne Goodland | The Denver Gazette Colorado legislators began to advance proposals dealing with an $800 million budget shortfall on Thursday, just hours after the legislature officially re-convened to deal with the revenue shortfall.  They started with a hearing on Senate Bill 1, which adds a requirement to the existing state law that outlines the governor's authority to make spending reductions in case of a significant drop in revenue. Under SB 1, Gov. Jared Polis would be required to develop a plan and present it to the Joint Budget Committee before it goes into effect. By Savana Kascak | Complete Complete DENVER—A new Colorado law subjecting gun dealers already regulated by the federal government to onerous state licensing and regulatory burdens is more about a hostile legislature stifling gun rights than anything else, according to some in the firearms industry. House Bill 24-1353, Firearms Dealers Requirements and Permit, requires federally licensed firearms dealers (FFLs) also obtain a $400 state permit issued by the Colorado Department of Revenue (DOR) that must be renewed every three years. Employees must complete an annual training course on gun safety and storage and get fingerprinted for a criminal background check.
