More than 16,000 state, county, city, university, college, and tribal agencies, covering around 95.6% of the population of the United States, submitted data to the UCR Program through the National Incident-Based Reporting System and the Summary Reporting System. Imagine if, after that horror, crowds of conservatives cheered, called for more, and excused the violence as justified.
